Joint Guarantor

Generally, a joint guarantor is required when renting a room in Japan. Please use a private guarantor company designated by a real estate agency.
If you use a private guarantee company, the guarantee fee is approximately 10,000 to 25,000 yen per year. For details on guarantee companies recommended by universities, please refer to the following. Tokushima University  Co-op has also introduced GTN.

Fire Insurance

If you move into an apartment that requires fire insurance, you are required to purchase private fire insurance specified by the real estate company. Tokushima University  recommends relatively inexpensive student liability insurance, but please consult with the real estate company for final details.

However, you will need to invest about 15,000 yen to join the University Co-op’s insurance. The investment will be refunded upon graduation, completion of the course, etc., if the procedures are completed.

About the Institutional Guarantee System

The University of Tokushima has been operating this system since February 2010, and will no longer accept new institutional guarantees and will only accept renewals for lease contracts that will be signed on March 31, 2024. However, in the case of renewal, the consent of both the lender and the real estate company is required, and it is necessary to obtain a written consent from both the real estate company and the lender to illuminate that they have agreed to the renewal. If you are unable to obtain consent, please use a private guarantee company.

Renewal Procedure

If you have not submitted a consent form for your current property to the International Office, you can obtain a copy of the “Guide to the University of Tokushima International Student Housing Agency Guarantee System (for landlords and real estate agents) (A)”, “Request to Landlords and Real Estate Agents (B)”, and “International Students’ Guarantee System (A)” at the International Office (if you cannot come, we will send you a copy by e-mail). Please receive one copy each of “Guide to the University of Tokushima Housing Agency Guarantee System (for landlords and real estate agents) (A),” “Request to Landlords and Real Estate Agents (B),” and “Handling of Properties for International Students (C)” and two copies of “Agreement for Real Estate Agents (D).
Please bring (send) A, B, C, and D to the real estate agent (or landlord) and confirm whether they agree to the institutional guarantee. If they do not agree, you will be asked to switch to a private guarantee.
If the realtor (or landlord) agrees to the institutional guarantee, please obtain from the realtor (or landlord) a copy of the “Lease Agreement” and a copy of the “D” stamped by the landlord and realtor. (Leave the guarantor on the “Lease Agreement” blank.)
Please pick up the “Application for Renewal of the University of Tokushima International Student Institutional Guarantee” at the International Affairs Section, fill it out, and submit it to the International Affairs Section.
Receive a premium payment slip for renewal of the “Comprehensive Compensation for International Student Housing” (see next section). (Refer to the next section for where to receive the form.) Pay the premiums from a Japan Post Bank ATM. *Please be sure to keep the receipt!
Finally, the following 4 documents and other items must be submitted to the International Division. (Please refer to the next section for where to submit the documents.)

The International Office will review the contract and other documents, and if there are no problems, Tokushima University  will prepare a lease agreement for which Tokushima University a will act as joint guarantor.
If there are no problems, the International Affairs Division will prepare a lease agreement in which Tokushima University will act as joint guarantor.

Notes

Students who are on leave of absence or absent from school for a long period of time may not be eligible.
International students who have received an institutional guarantee are required to submit a notification of the expiration of the institutional guarantee at the time of graduation, completion of studies, or withdrawal from the university. Notification is also required when there are any other changes in the application details (address, etc.). Please take note of this.
If you lose your status as an international student at Tokushima University  (graduation, withdrawal, change of status of residence, etc.), Tokushima University’s institutional guarantee will also be canceled. In such cases, please be sure to inform the real estate agent (or landlord) that Tokushima University  will no longer be your guarantor.
