渡日直後の手続きについて
留学生の皆さんは、来日後に、基本的に以下の順番で手続きを行ってください。
International students are expected to complete the following procedures in order after arriving in Japan.
【来日後の手続きの流れ/Flow of Required Procedures After Arrival】
①学部・研究科等が実施するオリエンテーション参加・学生証の受け取り
Attend faculty/graduate school orientation and receive your student ID card
②市役所での各種手続き（住民登録・国民健康保険加入・年金手続き）
Complete municipal office procedures (resident registration, National Health Insurance, pension procedures)
③銀行口座の開設
Open a bank account
④生活環境の整備（携帯電話の契約等）
Set up daily necessities (mobile phone contract, etc.)
！学内で行う手続き！／On-Campus Procedures
① 学部・研究科等でのオリエンテーション/ Faculty・Graduate School Orientation
学生証の配布、履修登録方法の説明、必要書類の案内
必ず所属学部・研究科等が実施するオリエンテーションに参加してください。
You will receive your student ID card, learn how to register for courses, and receive important documents. Attendance is mandatory.
② 身上調書、在留カード情報の提出（国際課）/ Submission of Personal Information Sheet and Residence Card Data (International Office)
身上調書、入国時に取得した在留カードのデータを、国際課へ提出してください。
Submit your residence card information and personal information sheet online (instructions will be provided after enrollment by e-mail).
提出方法：オンライン提出（入学後、メールで案内します。）
※住所変更など、記載内容に変更があった場合は国際課へ連絡して下さい。
If your address or other information changes, notify the International Office.
！市役所等で行う手続き！／Procedures to be completed at city hall and other government offices
（平日午前8時30分〜午後5時・徳島市役所や北島町役場等）
(Weekdays 8:30–17:00 at Tokushima City Hall or local municipal offices)
日本に３ヶ月以上滞在する予定の留学生は
①住民登録
②国民健康保険への加入
③国民年金への加入
を行う必要があります。
市役所等で手続きをした後は、自分の住所に色々な書類が郵送されてきますので、必ず確認しましょう。
International students who plan to stay in Japan for more than three months are required to complete the following procedures:
(1) resident registration
(2) enrollment in the National Health Insurance
(3) enrollment in the National Pension system.
After completing these procedures at the municipal office, various documents will be sent to your registered address, so please make sure to check your mail carefully.
持参物：在留カード、パスポート、住居情報（賃貸契約書など）、学生証

※日本で住むアパート等が決まっていないと市役所でのすべての手続きができないので、ご注意下さい。
You cannot complete these procedures unless your residence in Japan (apartment,
etc.) is finalized.
① 住民登録／Resident Registration
在留資格を有する外国人は、来日した時や住所が変わった時に、住んでいる地域の市役所等で必ず住所の届出をする義務があります。渡日後、住所を決めた日から14日以内に届け出してください。
You must register your address at the municipal office within 14 days after deciding your residence.
※今後引越しを行なった場合も必ず届出が必要です。（市内での引っ越しも含む）
You must report any future address changes, even within the same city.
② 国民健康保険への加入／Enrollment in National Health Insurance
日本の公的医療保険制度です。日本に3か月以上滞在する留学生は加入が義務です。
Enrollment is mandatory for stays of more than three months.
※加入すると、国民健康保険料を支払う必要がありますが、病院で診察、治療を受けた場合、医療費の３割の自己負担で済みます。住民登録後、同じ市役所等で国民健康保険に加入してください。
With insurance, you pay only 30% of medical costs. Complete the enrollment at the same municipal office after resident registration.
③ 国民年金の加入（20歳以上）／ National Pension Enrollment (Age 20+)
高齢になったときなどに、所得の保障が受けられるもので、20歳以上のすべての人は加入が必要です。渡日時に20歳未満の場合でも、20歳になった時点で必ず手続きをしてください。
※加入は必須ですが、学生納付特例（正規生）や、保険料免除（研究生などの非正規生）を市役所に申請して承認されると、学生期間中の国民年金保険料の納付が猶予されますので、加入と同時に学生納付特例申請や免除・納付猶予申請を申請してください。なお、申請には学生証が必要になります。また、申請したら結果が来るまで、国民年金保険料は支払わないで下さい。
Everyone aged 20 or older must enroll. Students may apply for the Special Payment Exemption for Students or Premium Exemption (student ID required). Do not pay pension premiums until the result of your exemption application arrives.
④マイナンバーカード取得手続き（希望者のみ）/ My Number Card Application（optional）
日本で生活するうえで、マイナンバーカードは身分証明書として利用できるほか、行政手続きや各種サービスをスムーズに行うために役立ちます。
取得は任意ですが、持っていると生活が便利になります。
カードの申請は、市役所で住民登録をした後に行うことができます。
The My Number Card is a useful ID card that helps you complete administrative procedures smoothly. Obtaining the card is optional, but highly convenient. You can apply after completing resident registration.

！銀行口座の開設！/ Opening a Bank Account
（銀行窓口営業時間：平日9時-15時）
（Bank counter service hours: Weekdays 9:00–15:00）
銀行口座は、奨学金受給や家賃、公共料金等の支払いのために必要です。犯罪による収益の移転防止に関する法律にもとづき、資金洗浄およびテロ資金供与を防止するため、外国人が日本で銀行口座を作るときには、手続きに時間がかかる場合があります。
A bank account is necessary for receiving scholarships and paying rent. Processing may take longer for foreign nationals.
持参物:在留カード、住民票、印鑑（サインで可の場合もあり）、パスポート、学生証
Required items：Residence card, Certificate of residence, Personal seal or signature,
Passport,Student ID card

・口座開設のために銀行を訪問するときには事前に予約をとることをお勧めします。
Advance reservation is recommended.
・日本語の理解が難しい場合、日本語がわかる方（チューターなど）が帯同することを求められる
場合があります。
If Japanese is difficult, you may be asked to bring someone who can assist.
・文部科学省による国費奨学金や日本学生支援機構の奨学金を受給する場合には、「ゆうちょ銀行」
口座が必須の場合がありますので、注意してください。
Some scholarships (MEXT, JASSO) require a Japan Post Bank (Yucho) account.
参考①）ゆうちょ口座を窓口で開設する場合には、以下ＵＲＬ（多言語対応）より口座開設に必要な項目を入力の上、申込書を印刷し、窓口で手続きして下さい。

参考②）「ゆうちょ銀行アプリ」での口座開設について
無通帳型総合口座であれば、「ゆうちょ手続きアプリ」（多言語対応）で口座開設の手続きを行うことができます。口座開設後、在留期間等の情報更新や住所変更等も可能なので便利です。ただし、申し込み後、口座開設ができるまでに２週間程度かかる場合があります。

For a passbook-free general account, you can open an account using the multilingual “Yucho Procedures App. After opening the account, you can update your residence status or change your address through the app, making it very convenient. However, it may take around two weeks for the account to be fully opened after submitting the application.

！携帯電話の契約！/ Mobile Phone Contract
携帯電話は、携帯ショップや家電量販店で購入することができます。SIMカードのみ購入し、海外端末をそのまま利用することも可能です。契約する間に、契約プランをしっかり確認してください。
You can sign a contract at mobile shops or electronics stores. You may also purchase a SIM card and use your own device.
持参物：銀行口座、在留カード、パスポート
